The Biltube Europe Ltd paper mill located in Saint Didier en Velay remains closed due its lack of cash
to buy raw materials although the senior management of the Indian company that owns it are now
there and are striving to find a solution. The company’s headquarters in India was relocated to France
to enable to obtain bank loans. Discussions are on-going with local, provincial and national elected
representatives as its attempts to find a way out of the impasse. According to our contacts the Indian
owners highlighted the burden of high power input costs and would like to see preferential conditions
on this point.
The plant remains closed and its employees subject to administrative redundancy.
The mill was founded in 1625 and is one of France’s oldest paper mills. The production capacity of its
